The sequence below shows how the review could move from commencement and public consultation through analysis, further submissions and a final report.

September 2026 Review Commences

The independent review commences, led by Peter Kell with support from the independent secretariat.

October 2026 Consultation Paper released

The Consultation Paper is released, setting out the issues for consideration and inviting initial submissions from stakeholders.

December 2026 Initial submissions close

The initial submission period closes. The reviewer considers submissions alongside consultation feedback and other evidence.

March 2027 Interim Report released

The Interim Report is released with preliminary findings and recommendations, opening a further period for stakeholder feedback.

May 2027 Further submissions close

The further submission period closes and the reviewer considers final feedback on the Interim Report.

June 2027 Final Report released

The Final Report is released, setting out the review's findings and recommendations.

September 2026

Review commencement and publication of key documents.

The review team will establish its work program, confirm governance and secretariat arrangements and publish the approved Terms of Reference.

October–December 2026

Consultation Paper, submissions and stakeholder meetings.

The first consultation phase is expected to gather views through written submissions, interviews and roundtables, supported by a Consultation Paper.

March 2027

Emerging evidence and options released for comment.

The reviewer may publish interim themes and invite stakeholders to provide further evidence or respond to proposed directions.

June 2027

Final findings and recommendations published.

After considering further submissions, the reviewer is expected to finalise and publish the report. The BCCC would then consider its response and implementation planning.
